The Lok Sabha Tuesday passed the Indian Railways demand for grants and appropriation bill seeking an additional Rs.5,268 crore for the current financial year.

The bill was passed through a voice vote amid a din created by Samajwadi Party and Rashtriya Janata Dal members over the women's reservation bill.

As the protesting MPs shouted slogans, Railway Minister Mamata Banerjee moved the bill seeking more grants and appropriation for 2010-11.

The bill seeks an additional Rs.5,268 crore as expenditure, including for repairs, maintenance, fuel and payment towards salary and pension.

Amid the noisy scenes one could barely hear what the minister said before the bill was put to voice vote and passed without any discussion.

In Uttar Pradesh, at Least 8 passengers including three women and five children were killed and 15 injured this morning when Kasganj bound Lucknow Kasganj passanger train hit a tractor trolley at an unmanned railway crossing.

The accident took place between Uttari Pura and Barrajpura railway stations under Ijjatnagar Railway division. All the victims were travelling in tractor trolley.

A railway spokesperson told our Lucknow correspondent that Railways have decided to lodge FIR against tractor trolley Driver under Indian Railways Act.

    <description>The suggestion is good, feasibility may be seen at site. 

Another thing which can be tried is that the height of the rail level can be changed, giving due cognizance to the change in stresses in the cross girders and the bearings. As the height will increase, the requirement of the lateral clearance will increase. If the girder is infringing the moving dimensions marginally, the same can be cleared by this method.

Another suggestion for the protection arrangement is that we may try to provide rubber protection arrangement and the same will ensure that the impact of open door is dampened and the damage will be lesser. Some sort of crumple section, which will absorb the impact will also perform the same function.

    <description>They are providing netbooks to the PWIs in connection with TMS which is likely to be universalized in a few years. 

The cost of the palm tops or even laptops to all IOWs is not going to be much, and can be easily provided. Internet connectivity for the IOWs is lot easier. The uploading can even be done from internet on mobile. Also, the software for such works is not difficult to make. Lots of DyCEs have got such softwares developed in their resources only. I do not see why it cannot be done on global scale with proper authority from the codes/ manuals. 

These are low hanging fruits and if the right person in the hierarchy decides, the same can become a reality within a year or so. But the big question is: when the right person will have this idea?

   1. Vertical load 2.horizontal forces 
        Due to horizontal force ,a moment will be developed  which reduces the load carrying capacity of the pile.
            To counteract the moment developed by horizontal force ,the pile should be sufficiently embedded in to hard rock .
            Normally for estimation purpose,the socketted depth in hard rock can be taken as 1 to 2d and  3d for soft rock .This depends on RQD of the rock and accordingly the socketted depth can be estimated.
              Code is silent on this aspect.Many a times the field Engineers has to take  ceratain decisions of their own.

Broad consensus evolved on the disposal of cases from investigation &amp; trial in a recently convened meeting of law officers, Heads of Branches and Heads of Zones of CBI 


CBI has set target for itself that once the case is registered, its investigation be finalized within one year and the trial should be finalized within two years. In a recently convened meeting of law officers, Heads of Branches and Heads of Zones, the broad consensus evolved on the investigation, trial and disposal of cases in CBI during the year 2010. The Director CBI, emphasized that focus of CBI in 2010 will be five key result areas viz, (i) Integrity, Image and Impact (ii)Registration and Investigation (iii) Legal and Prosecution (iv) Technical, Forensic &amp; Coordination and (v) Administration &amp; Training. 



The experience of 2009 encouraged CBI to draw this ambitious road map for the year 2010. In one year alone, number of cases pending over one year have been brought down from 349 to 230. 



During 2009, successful prosecution of Court cases was given utmost priority. It consisted of five major steps, viz, (a) timely completion of tasks and court procedures (b) framing of charges (c) final arguments and sentences (d) posting of one Prosecutor per court and (e) formation of Pairvi and Prosecution teams in all branches. This resulted in conviction rate of 65% in decided cases during 2009. The ratio of persons convicted to charge sheeted is 75% in the CBI cases last year. 



In the current year, efforts will be made in making all newly sanctioned 71 CBI courts functional by pursuing the matter with the respective State Governments and High Courts. In addition, CBI will continue the policy of zero adjournment in under trial cases. The focus will be training of Investigators and Prosecution &amp; Pairvi teams. 



In order to ensure that trials are conducted expeditiously and judgements delivered quickly, CBI is adhering to a norm of 50 cases for each prosecuting officer and further, pairvi and prosecution teams have been constituted to assist all CBI prosecutors. Efforts are being made in the direction of computerisation of summons and warrants in all branches, and Government has recently approved filling up of 60 vacant posts of Assistant Public Prosecutors/Public Prosecutors on contractual basis. Besides, it has been decided in CBI that monitoring of all pending cases will be done in three stages: (i) Number of Court cases in which charges have been framed; (ii) Number of Court cases in which Prosecution Evidence completed, and (iii) Number of Court cases in which final judgements delivered. 



It is further hoped that these 71 new CBI courts will function as model courts, hold day-to-day proceedings and avoid unnecessary adjournments. In view of this, it is expected that under trial cases may be disposed of within two years. 



All cases under investigation as on 31.12.2009 have been targeted for disposal, especially cases under investigation for over one year be disposed of by 31.3.2010. All under trial cases in which prosecution evidence has already been closed, will also be targeted for disposal.

HYDERABAD: Bidding for railway contracts at Divisional Railway Manager’s office in Secunderabad turned violent when a group of contractors attacked a fellow bidder and even pushed away police personnel on Monday.

Contractor Madhusudhan Reddy sustained internal injuries when his fellow contractors Venkat Ram Reddy and Raghav Rupesh Reddy along with their associates allegedly assaulted him on the DRM office premises opposite Rail Nilayam. Both the groups are from Anantapur district.

According to Gopalapuram police, the groups were present at the DRM office to file tender applications for a railway bridge at Guntakal. “Venkat and Rupesh along with their associates intercepted Madhusudhan and roughed him up for attempting to file tender application. They even pushed away police personnel who tried to intervene,” Gopalapuram SI V Janaiah said.

Police registered cases under sections 324 (Voluntarily causing hurt) and 354 (Assault or use of criminal force to deter a public servant from discharging his duty) of the Indian Penal Code (IPC) against the accused and arrested Rupesh. The other accused are absconding.
