While scrutinising theproposals of exension of cash imprest sanctions, accounts department examine the utlisation of cash imprest and decide the amount of cash imprest that can be considered for extension.
Many times the amount of imprest sanctioned insufficient that we are unable to cater to the requirement. Though there is no limitation for the no of recoupments of cash imprest in a month, accounts are not able to give the recoupment more than two or three per month as a result there is accumulation of bills. Once thebills accumulate, the imprestholder stops making further expenditure as he cannot go on making payments from his pocket and as a result the work suffers.
Again when the case comes for enhancement/extention, finance vet the proposal according to utlisation and we run into vitious circle.
One will not believe that one of the imprest holders on this division had bills accumulated to a tune of around Rs.1.50 lacs. DRM had intervened and instructed finance to recoup the imprest on every alternative day. Still finance were able to recoup only up to three times a month, which was not sufficient even for the current bills and the back log of bills had to be cleared by issuing a single pay order under misc advances as a special case.
Should we not take a more pragmatic approach in sanctioning of cash imprest which runs only into a few thousand rupees rather than going into the details of past utlisation only. |

Does WE mean engineers or finance officer ?.If you mean finance ,then matter is being raised in wrong forum

Do you mean that he was spending this money from his pocket ?.if so ,he deserve a award on rly week for spending his money for rly work |

HQ finance of Western Railway had issued certain check list for accounts for various proposals. In the checklist for checking of proposals for imprest, emphasis has been made on utlisation of cash imprest which is being insisted by the divisional accounts based on which imprest value are sanctioned. No executive have ever challanged these check lists issued by HQ finance which has now become an accepted norm. I did not want to pinpoint any particular department or officer and therefore made a general reference.
Regarding accumulated bills of a particular imprest holder, it is stated that he may not have spent the entire money out of his pocket as he could had taken materials from the suppliers on loan with a promise of making the payments later. Thr fact that there were bills accumulating to around Rs.1.50 lacs which was cleared by issuing a single payorder can also be verified from the records of BCT division. |
