Recently CVC has issued instructions that all regulatory, enforcement and other government functionaries dealing in issue of licenses, permission, NOC, clearances etc.. should provide complete information of the requirements in the website regarding laws, rules, procedures etc. in issue of the licenses, permissions, NOC, clearances etc . Further all application forms/proformas etc.. should be made available in website in downloadable form .

In second stage the status/position of the applications should also be made available in the website duly updated from time to time. On line receipt of applications should also be resorted to whereever feasible.

THe instructions mentioned in first para above has to be implemented from 1.1.07 and that of second stage in the second para above from 1.4.07.

This a great step, particularly the second stage .

In the Illustrative list indicated in the Annexure, para 2(ii) will be interesting to observe.

I hope para 6(i) is related to our internal personnel establishment too.

A contractor can know the status of his bill by simply logging on to the site.

The principle of first come first served has also been emphasised by CVC in the letter. Piecemeal/questionable quarries on applications need to be avoided as brought out by CVC.

THe webmonitering will be done by CVC to see if the instructions are being followed as stated in the letter.

WR engg site in right to information link has put the rules & regulations of NOC & Pipeline xing(way leave proposals) & can be seen by public

Now a list of all applications need to be put at web site giving details of status .I don't know how railway will cope up when many of divn does not have web sites & if they have ,they don't update it.

The position in state govt is still worse .In judiciary as per recent report in mumbai 1.5 cr court cases are pending .How will they put this list on website.They donot have even implimented right to information act .so how cvc letter will be implimented in all public place

CVC letter may revitalise divisions to have at least dynamic updated web site or it may become one of such circular in govr deptt which does not get implimented

Logistics should be drawn by zonal HQ and technical assistance of EDPM centre can be taken for designing the website accordingly. Once provision is made in the website of the Railway divisions can upload data and give updates.

Some of the activities involving public dealing dealt by the Railway and pertaining to Engg department that needs to be put in the web site are
(a) Processing of cases of way leave facilities/easement rights
(b) Processing of cases for NOC for construction activities adjoining Railway land
(c) Processing of cases for licensing and leasing of Railway land.
(d) Processing of deposit works including private sidings, ROBs, RUBs, level crossings etc..
(e) Eviction cases under PPE act
(f) Status of Bills of contractors and suppliers.
(g) Processing of applications for enlistment of contractors their upgradation etc..

Can somebody expand the above list as each ministry has to submit an exhastive list to the CVC as per instructions in the CVC letter mentioned in my first posting above.
