There are many old buildings on IR especially in cities and old towns. The plinth area of these buildings are far greater than prescribed in the IRWM. Is there any uniform policy as to how these buildings are to be classified? Also by the present standard of living I feel that the contruction of new Type I quaters should not be taken up as there are sufficient number of vacant quarters everywhere, or they are being misused by subletting or otherwise.

you are right .

A group D person (group c after pay commision report) is entitled for ty II qr within 7-10 yr of service .that means in his entire service of about 40 yr ,he is entitled for better than ty I for MAJOR PART OF HIS SERVICE .At present No of Ty I qr in Indian Railway are very high & therefore there is no need to construct any ty I qr .If at all qr are to be constructed it should be ty II qr

Now why Qr should be constructed at all?

Every year number of staff is coming down .Railway strength today is 14.24.lakh against 16.5 lakh few year back .So if we could manage 16.5 lakh employee with less number of QR ,why more Qr should be constructed now

we have almost killed the infrastructure of maintenance of works assets as neither any yardstick for creation of artisian ,IOW have been issued nor any effort is done to fill vacant post in this cadre .More over liberally vaccant post of IOW cadre ie artisian etc are surrendered as these were vacant .

so why add more qr which we can not maintain .It will be better to pay HRA or HBA for employee rather than adding a work load which can not be handled & let present set up maintain service bldg & existin assets
